R&M performed NEPA, public involvement, and permitting services for reconstruction of this 15.5-mile section of rural road. Key resource studies included wetlands and habitat mapping, and cultural resources/Section 106. These efforts were managed by R&M and primarily performed by key subconsultants. R&M completed a Categorical Exclusion NEPA document on an accelerated basis, and compiled agency permit applications. Key challenges of this project included accelerated schedule and a dearth of site-specific baseline environmental and technical information.
