Paul has more than 23 years of construction administration experience, including over 21 years in Alaska. A member of the R&M team since 1995, he has built a reputation for working smoothly and responsively with agency construction staff, contractors and the public. Paul patiently worked his way up through the ranks at R&M, serving as Materials Technician, Office Engineer, Paving Inspector, Electrical Inspector, Senior Grade Inspector, Project Engineer, and Project Manager on a variety of vertical and horizontal construction projects throughout Alaska. He now serves as Vice President of the firm’s Construction Administration Department. Paul holds a B.S. in Civil Engineering from California State University, and holds multiple construction administration-related certifications.
R&M provided general administration and observation of the construction activities for a $25 million expansion of the City’s Powerhouse. Major components included reinforced Portland Cement Concrete and engineered fill foundations, a two-bay 16,000 SF pre-engineered metal building, multiple mechanical and electrical support structures, integrated electrical and mechanical systems for two 5.1 Mega-Watt diesel fired generators, and one 4.4 Mega-Watt diesel fired generator to replace the existing generator systems. Starting with an incomplete design, R&M partnered with the Contractor, Owner and Designer to fill in the missing contract components to provide a very successful project.
Glenn Highway: King River to MP 100 Resurfacing

R&M provided construction administration services for the overlay of the Glenn Highway from King River to MP 100. The $4.5 million project included over 50,000 tons of hot mix asphalt and pre-leveling materials, striping, drainage corrections and extensive dig outs of failed subgrade along the 25-mile stretch of the Glenn Highway. The quality assurance/quality control program managed by R&M for this large paving operation, resulted in better
than industry standard joint densities. R&M’s attention to detail provided the State of Alaska with a lasting betterment.
R&M served as the Independent Quality Firm for the design and construction of the new $54 million Akutan Airport, which was completed under a design/build contract. The scope of work includes a 4,500’ x 75’ paved runway with MIRL lighting, 60,000 SF apron with a connecting MIRL taxiway, 7,150 SF combination snow removal equipment/sand storage building, 1,500’ airport access road, armor stone-protected landing ramps on Akun and Akutan Islands, and 9,850 SF hovercraft storage and maintenance facility building. This project received a Design-Build Honor Award for Transportation Projects from the Design-Build Institute of America.
