Carla Baxley, PE joins R&M as a Senior Project Engineer in our Airport Engineering Group. Carla brings 17 years of Alaskan engineering experience to the R&M team, with 12 of those years at the Alaska Department of Transportation and Public Facilities (DOT&PF) serving as a Designer, Project Engineer and Manager on aviation and roadway projects in rural and urban Alaska.

As a part of the firm’s Airport Engineering Group, Carla will support design of airport and other civil infrastructure projects. Her aviation experience includes engineering design for modifications or relocations of existing runways, taxiways, aprons, access roads, navigational aids, approach systems, signing and lighting. She is knowledgeable in development of Airport Layout Plans (ALPs), Engineering Design Reports, Erosion and Sediment Control Plans, and Construction Safety and Phasing Plans (CSPP). Carla has also worked on Highway Safety Improvement Program (HSIP) projects, including signal modifications, lane design, highway signing, lighting, striping and improving railroad intersections. She has managed more than 60 aviation and highway design projects, giving her extensive experience with FAA and FHWA regulations, policies and procedures. Carla’s varied experience gives her familiarity with a wide range of technical and contractual challenges, bringing a wealth of knowledge to the R&M team. Since joining R&M, she has been working on the Alaska Airlines Terminal Upgrades in Kotzebue, and reviewing ALPs for the New Stuyahok and Kalskag airports.
Carla has a B.S. in Civil Engineering from the University of Alaska Anchorage. She is a professional civil engineer licensed in Alaska. Carla is active in Toastmasters and plans to become more involved with the American Society of Civil Engineers and Society of Women Engineers.
Carla has lived in Alaska since she was a child, sneaking into the Alaska Zoo, working at the Diamond H ranch in exchange for horse lessons, riding three wheelers and snow machining. Outside of work, she enjoys spending time with her husband, two children (24 and 22) and 14-year-old Australian Shepherd. They head out of Anchorage quite often to fish for salmon on the Kenai River or halibut out of Ninilchik on their boat. Carla is also remodeling her family’s four-plex and taking lessons to improve her golf game.
