R&M provided environmental support, including NEPA compliance and permitting, for replacement of a 1950s-era dock owned by the FAA on Biorka Island, near Sitka. R&M prepared an Environmental Assessment that required substantial agency coordination. A cultural resources investigation of the potentially historic dock and surrounding project area was conducted to support Section 106 consultation. Formal consultation with NMFS and an IHA was required for incidental “take” of marine mammals in accordance with the Marine Mammal Protection Act (MMPA). Site-specific sound attenuation modeling was performed at the dock location to quantify anticipated take counts and monitoring zones more accurately.

Replacement of this dock allows the FAA to continue maintenance and upgrade of the existing upland structures/equipment and supports environmental cleanup activities on the island.
