Significant erosion occurred below the Kalifornsky Beach Road MP 9.6 culvert crossing during widespread regional flooding in the fall 2012 flood event. The erosion threatened the long-term integrity of the road. R&M designed improvements that consisted of a new large diameter culvert under the road, a restored and armored stream channel down to Cook Inlet to provide erosion protection from future flood events, and a large riprap energy dissipator to reduce erosion at the bottom of the channel. Project challenges included ROW and beach access issues, utilities, an adjacent FEMA coastal flood zone, and ongoing, long-term bluff erosion.
R&M developed a constructible and resilient flood repair design that reduced flood hazards on the east side of the road; provided a stable, armored channel for flood waters to reach Cook Inlet; stabilized eroding slopes; and addressed ROW, private property and beach access issues.
