R&M was the independent quality control firm for this two-phase project.
Phase 1 realigned 3.2 miles of northbound highway lanes, constructed a new 600’ x 60’ three-lane prestressed concrete bulb tee girder bridge, added a third lane between the Hiland Road and Artillery Road interchanges, upgraded Meadow Creek, installed two arch pipe fish culverts and realigned VFW Road and Hesterberg Road into a new frontage road.
Phase 2 realigned 1.8 miles of southbound highway lanes, constructed a new 600’ x 60’ three-lane prestressed concrete bulb tee girder bridge, with the capacity to add girders in the future to carry a fourth lane. The project also added a third lane from the Artillery Road on-ramp throughout the project, to improve capacity, and upgraded and extended Eagle View Drive into a new frontage road.
This project realigned the highest AADT road in Alaska to increase capacity and constructed a new bridge to decrease the grade of the infamous “brake light hill”.
