R&M is providing research services to identify eligible grant funding and low-cost financing for CIP projects and the City’s legislative priorities. R&M is also tracking developments with the Infrastructure Investment and Jobs Act. One challenge is that local priorities do not always fit well with grant programs. This requires either adapting the project to better align with the funding source or finding alternatives. One example is the City’s housing shortage and the need to first extend water and sewer utilities to developable land. There were no grant programs that fit the City’s particular situation well, so we identified federal programs that provide low-cost financing to complete the projects, with opportunities for additional subsidization.
